for the first time since he survived an assassination attempt in january. first the debate continues about a proposed sugary drinks tax in philadelphia. good evening, i'm jacqueline london. >> i'm jim rosenfield. those for and against the tax pushed their points inside city hall tonight after a noisy protest outside this afternoon. loud soda trucks created big traffic in center city this evening to protest the tax proposal. nbc 10's brandon hudson has the latest on the debate. >> reporter: a divisive capacity crowd inside city council. the council opened the floor to people who had a lot to say about mayor jim kenney's proposed tax. >> i feel like, you know, when i'm at a sports event. >> reporter: restaurant owner benjamin miller spoke in support of the 3 cents per ounce tax on sugary drinks. miller compared it to cigarettes saying although they're

expensive, people don't hesitate to buy them. >> people who want to drink soda are still going to drink soda. >> some don't mifind it that simple. >> some who can ain order to drive to the county line will go there, do their one-stop shopping. >> reporter: hours before the hearing, anti-tax groups swarmed city hall. so did 18 wheelers featuring logos of soda companies. recently, groups for and against are spending a lot of money to push their agenda before the new budget passes. despite the financial backing, it's an issue keeping parents on both sides of the fence up at night. >> the sole provider for my home. i work 60 to 80 hours per week. this soda tax goes through myself along with 2,000 other people with families will lose their jobs. >> if we don't give our children a chance, if they don't give our children a chance, they're destined for penitentiary. >> reporter: people we spoke to who are against the tax suggested the mayor either raise the sales tax or cut costs in the budget as an alternative. tonight, mayor kenney told nbc

10 he thinks he has the number of votes to pass this tax. the city council will make a decision next month. live at city hall, brandon hudson, nbc 10 news. new at 11:00, only nbc 10 spoke with one of the two school security officers beaten by three men earlier this week. we showed you cell phone video of the attack last night on nbc 10 news at 11:00. take a look. the video shows the three men attacking two officers outside northeast high school monday afternoon. one officer suffered a broken jaw. the second officer, lorenzo tatum spoke with nbc 10 tonight. he says he and his partner were trying to break up a fight when one of the men tackled him from behind. >> as i'm on the ground, another guy who i didn't even see comes over, starts punching me. the first suspect, he punches my co-worker again, breaking his jaw. it's just a matter of time, you're going to get caught. so you might as well turn

yourself in now. >> and these are new enhanced images of the three men wanted for attacking those school officers. if you've seen them, call police. and new information in to nbc 10. schools in barnegat will have increased police presence tomorrow as the search for an escaped inmate in ocean county continues. arthur buckel was spotted at a c cvs store in barnegat today. schools were on lockdown after police found the car they believe buckel used. he escaped yesterday morning from the psychiatric hospital at bayside state prison in hammont hammonton. you hear that rain coming down at the jersey shore. earlier today. this was in atlantic county where nbc 10 cameras caught a torrential downpour. and check out what all that rain led to. severe flooding in nearby margate. we saw entire streets and sidewalks submerged.

much of the area. and we can't rule out some sprinkles. what we are watching as we go toward the end of the week, not really tomorrow, but mainly for friday, we have an area of low pressure spinning near chicago. that's going to eventually get closer to us late thursday and early friday and that's when we expect some heavy rain before the week is over. also, some coastal flooding concerns because of that as well. i'll show you that forecast for your neighborhood weather. what you can expect going into friday and also nice changes for the weekend. that's coming up. new at 11:00, a new jersey man is under arrest accused of putting a hidden camera in the women's bathroom of a burlington county business. police were called to divita dialysis center near routes 7 3 and 295 in mt. laurel last month where police found a video recorder hidden in the women's women restroom. police arrested an employee and charged him with invasion of privacy. a spokesperson for the dialysis

center says that employee has been fired. the victories that i had over 16 people that are senators and governors and, you know, high-level people, and one by one, they're gone. >> donald trump talks triumph in the republican race for president. with "nbc nightly news" asker lester holt. trump is the gop's presumptive nominee after ohio governor john kasich dropped out of the race this evening. >> and as i suspend my campaign today, i have renewed faith, deeper faith, that the lord will show me the way forward. >> so for all the talk about a possible contested convention for the republicans, now it's the democrats who still have two contenders in the ring. hillary clinton is inching closer to clinching the nomination despite a loss in indiana yesterday. and bernie sanders is vowing to stay in the race until the democratic national convention.

that's happening in july. in 82 days right here in philadelphia. nbc 10's drew smith checked in with the convention committee today about philadelphia being in the national political spotlight. drew? >> reporter: yeah, jacqueline, just under three months and inside this arena, we will see the beginning of this democratic national convention. i spoke with those organizers tonight. they say they're not at all worried about there still being to kcandidates in the race whil the republicans manage to narrow it down to one today. members of the dnc committee lined up on a stage in center city tonight to say they're confident the big event will be a success. >> draw a sharp contrast to the chaos that you will see in cleveland. >> reporter: that ohio city is where the rnc now plans to nominate donald trump who became the target of a new hillary clinton ad today. >> i women build a great, great wall. you're going to have a deportation force. >> reporter: the ad highlighted trump's past controversial statements. as the clinton campaign pivots

toward the general election. but her primary opponent, bernie sanders, told supporters today in kentucky, he's staying in for the remaining contests. >> last night, we won the 18th state that we have competed in. >> are you guys talking with both campaigns or just waiting? >> no, we talk with both campaigns every day. >> reporter: leah daughtry is in charge of the convention committee. >> we want local philadelphians to be comfortable and confident about what's coming their way on july 25th. >> once a person makes a decision to volunteer -- >> reporter: tonight she answered questions on how to sign up to be 1 of 10,000 volunteers, where the delegates will be and where protesters can find free speech zones. >> we're just going to be excited to snow off thow off th lot of civic pride i think you see here. >> reporter: the delegates will travel from their hotels down to the arena by bus and the bulk of the events are happening at night. so don't expect to have that center city disruption that we saw during the papal visit. we're live at the wells fargo

center, drew smith, nbc 10 news. and we're just over a month away from new jersey's primary set for tuesday june 7th. a new poll shows hillary clinton holds a nearly 2-1 advantage in that race. the poll from monmouth university shows clinton with 60% support among likely democratic voters in new jersey compared to 32% for sanders. see the latest polls and track all the presidential buzz any time with the nbc 10 app. the latest now on the showdown on how to handle the financial crisis in atlantic city is set for tomorrow. the lower house will vote tomorrow on a bill backed by assembly speaker. if it's approved the measure could prevent the state from seizing control of the cash-strapped city. earlier this week, city made a $1.8 million bond payment to try to stay afloat. tonight, penn presbyterian medical center dedicated its drama center to a former

colleague and fallen hero. >> nbc 10 in university city tonight as hospital officials unveiled a newly renamed john pryor md trauma unit. he was a penn surgeon who was killed serving his second duty of iraq back in 2008. his colleagues tell us pryor joined the army reserves after learning trauma surgeons were desperately needed on the battlefield. new at 11:00, we're hearing for the first time from a temple athlete nearly killed in a hit-and-run last year. rachel hall was given only a 20% chance of survival. one year later, she's set to walk at her long-awaited graduation. cheers, a simple walk, and a hug. recognition that almost didn't happen. for a year. >> it is great to finally see my friends, all the excitement that i missed. so i'm really happy to be back. >> reporter: rachel hall's back and speaking publicly for the

first time tonight. the star lacrosse goalie honored at temple as a graduating athlete. a long-awaiting milestone that will finally culminate in commencement friday. >> just a miracle that she's where she is now. i would have never expected it. >> reporter: hall was run down on her bike just as the temple senior was in the midst of finals a year ago april. a hit-and-run teen driver with a learner's permit slammed into her as she rode near campus. >> all of this is from her, it's her work. >> reporter: cathie hall has watched her 23-year-old daughter beat slim odds of survival, powering through grueling rehab for severe head trauma and a badly broken leg. hall told us she's known this day would come eventually. >> i always had very positive personality, even before this. i knew there was no reason to be negative about it because it won't help me at all. >> the 18-year-old driver who hit hall was arrested within about a week. he pled guilty and was sentenced to up to 23 months in prison. hall plans to pursue a career in

now to an nbc 10 news exclusive. >> tonight, philadelphia police officer jesse hartnett talks for the very first time on camera since he survived an assassination attempt in january. >> we traveled to new york today where officer hartnett was named man of the year by the national police foundation and as nbc 10 was the only media outlet there when he accepted the honor. >> our andrea klein thomas sat down with him to talk about how he survived the incident and

about his recovery since then. >> this man is a true hero. i would like to honor our man of the year, jesse hartnett. >> reporter: in a room filled with hundreds of law enforcement. >> we thank you very much. thanks for having us here tonight. >> reporter: officer jesse hartnett's act of courage stood out from the rest. >> in 40 years of police work, this is the first time i've ever seen such an incident that turned out good. >> reporter: on january 7th, officer hartnett was ambushed while sitting in his control car. despite being shot in the arm and bleeding heavily, he pursued the suspect and returned fire. the alleged shooter was caught blocks awap. it's those actions that earned the national police defense foundation's man of the year award. >> it's a big deal, and, you know, it's nice to be recognized. especially after something tragic like that. >> reporter: officer hartnett sat down with us in an exclusive

interview. he can't discuss details of the night because of the pending court case but his military and police academy training kicked in. >> i'm here speaking to you. did it keep me alive? it definitely kept me alive. >> reporter: officer hartnett addressed criticism he's received. >> we had seconds to decide whether or not to shoot. >> reporter: he warns against rushing to judgment. >> a lot of false information gets put out and, you know, and people really don't give police full credit for what they deserve. >> reporter: hartnett suffered extensive nerve damage and has limited use of his left arm. in the midst of his recovery, he shares his story with police recruits. >> it's not just you, it's your family. it involves so many other people than yourself. it's a huge decision that you're making. >> reporter: it's a decision hartnett says he does not regret. if you had to do it all over again, would you be a police officer? >> absolutely. i wouldn't change a thing. >> reporter: officer hartnett already had eight surgeries and

just started physical therapy as his road to recovery continues. reporting in howard beach, aundrea klein thomas, nbc 10 news. new video of a fiery crash in northern virginia. witnesses say the driver of this suv appeared to deliberately slam into this diner during the busy lunchtime rush. not once, but three times. police say the driver hit a man the second time. and the third time the suv burst into flames. a diner spokesperson said the driver was a cook at the restaurant for two years. he was fired after the crash. paramedics rushed the driver and two others to the hospital. new information tonight about the final hours in the life of legendary singer prince. the day before his death, the musician's team reached out to an addiction doctor for help according to an attorney for dr. howard kornfeld who runs a recovery clinic in california. he sent his son, andrew, to consult with prince but he

didn't get there in time. he and two other people discovered prince unresponsive in an elevator. tonight the u.s. attorney's office in minneapolis says it is joining the investigation into prince's death. a celebration tonight for a group of camden high school students moving on to college in the fall. nbc 10 in camden tonight where the casa camden youth development program threw a barbecue for their students. all 15 steeniors will garage th spring and head to universities. they use academic, social and spiritual programs to help inner city teenagers achieve success. >> some of them have their raincoats on there. expect another drizzly, cool day tomorrow before it gets even nastier on friday. >> for a look at exactly what you'll see where you live, les get the nbc 10 first alert neighborhood weather with meteorologist sheena parveen. sheena? >> yeah, we're all under the same weather pattern here. the clouds are going to stick around. the rain is going to stay in the forecast. tomorrow we're going to have a little bit of a break from the rain and it's going to come back

friday. we're still gnot going to see much in the way of sunshine. the clouds are locked in. here's what we're watching as we go into friday. this area of low pressure spinning just to the east of chicago but as we go into the end of the week, that's going it make its way toward our area and give us heavier rain. locally we went have the rain around. we have the clouds in place. tomorrow we'll keep the cloudy skies in the forecast. can't rule out sprinkles. the heavy rain gets here by the end of the week as we go into friday. with your new neighborhood weather, your seven-day forecast scrolling at the bottom of the screen for you. tonight through tomorrow, cool, cloudy, damp. we're going keep the same weather pattern going here, not much of a change until we get to the weekend, friday, we have heavy rain and windy conditions coming because of the big area of low pressure i showed you by chicago. going into friday, at the same time, we also have a coastal flood threat with the heavy rain along with high tide times. also a new moon. we're going to be watching the coast very closely.

so the weather pallttern in pla is going to keep the cool temperatures in play as well. all the clouds that are pretty much looked in, they're going to be here tomorrow. this is future weather. 1:00 in the afternoon. you see all the cloud cover, but you don't see much in the way of rain. so we really don't expect much rain until we get into very early friday morning. now here's thursday night. area of low pressure gets closer to our south. notice the heavy rain with it. overnight into very early friday we start see more heavy rain coming on shore. this will be rain moving in from the atlantic. this is going to be an on-shore type of rain which does tend to be heavier and we'll see that all moving in starting friday 6:30 in the morning. now here's 10:00 a.m. we'll have heavy rain around and moving on shore by the afternoon. early afternoon, we could even see some heavy rain around philadelphia. and through the lehigh valley and suburbs in pennsylvania. by later friday night, we'll start to see things wind down. we're still looking at a rain chance lingering to start your weekend. for tomorrow, temperatures are going to stay cool.
